Surgery for clitoral hood
I want to know that if you had some sort of surgery to un-fuse the clitoral hood, as it is very painful, would it just fuse again and be even worse? It fused at an alarming rate.

Yes There are surgical options available to undo adhesions and fusions. Prior to surgery most would try and persevere with topical steroids.
However the risk of re-fusion would depend on the activity of the condition. After surgery potent topical steroids and regular emollients would be required to reduce the risk of re-fusion if indeed the condition was active.
I would urge you are seen by a dermatologist and a gynaecologist if you already haven't done so yet.
